UK and France Will Dispatch Forces to Ukraine if a Ceasefire Accord is Finalized

The British and French governments have formalized a memorandum of understanding concerning the positioning of armed personnel in the nation if a ceasefire be concluded with Russia, the British leader, Starmer, has stated.

After talks with allied nations in Paris, he noted that the UK and France would "create operational bases throughout Ukraine and construct fortified facilities for arms and equipment" to prevent any future incursion.

The coalition members also proposed that the America would play the primary role in monitoring a truce.

Moscow has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has so far not responded on this recent announcement.

Background and Ongoing War

Moscow's leader Vladimir Putin began a comprehensive attack of Ukraine in February 2022, and Russian forces at this time occupies roughly 20% of Ukrainian territory.

"This is a vital part of our pledge to stand with Ukraine for the foreseeable future," stated the UK Prime Minister.

Top officials and senior officials from the "Allied Coalition" took part in the Paris negotiations.

He stated at a joint press conference, Starmer noted: "It establishes the framework for the legal framework under which allied and coalition forces could work on the ground in Ukraine, defending Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the years ahead."

The UK prime minister added that the UK would participate in any American-headed confirmation of a potential ceasefire.

Defense Assurances and Diplomatic Positions

Top US negotiator Steve Witkoff said that "lasting defense assurances and strong economic promises are essential to a lasting peace" in Ukraine – mentioning a key demand made by Ukraine.

The negotiator noted the coalition had "substantially agreed on" their work on finalizing such assurances "so that the Ukrainian people know that when this war ends, it ends permanently."

Jared Kushner, US President Donald Trump's special envoy, also was involved in the negotiations.

Separately, France's leader Emmanuel Macron declared that Ukraine's allies had made "major progress" at the negotiations.

He noted that "comprehensive" defense assurances for Ukraine had been settled upon in the event of a prospective truce.

Ukraine's leader Volodymyr Zelensky commented that a "significant advance" had been made in the negotiations, but cautioned that he would only view efforts to be "enough" if they culminated in the conclusion of the war.

Recently, the Ukrainian leader said a settlement was "mostly finalized". Finalizing the last 10% would "determine the future of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the forefront of ongoing disputes for diplomats.
  • Moscow has often said that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will take control, rejecting any concession over how to finish the war.
  • Kyiv has so far ruled out giving up any territory, but has proposed that Ukraine could withdraw its forces to an designated point – but only if Russia does the same.

Russia currently occupies about 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The pair of oblasts form the area of Donbas.

The earlier US-led comprehensive peace plan that was circulated to the media last year was perceived by Ukraine and its partners in Europe as being disproportionately favorable in Russia's favor.

This triggered a period of focused negotiations – with Ukraine, the US and European leaders trying to amend the document.
